AI LMS for corporate training and training companies in the United States

What US companies and training providers need from an LMS today
Training is a large profession in the US. The Bureau of Labor Statistics counts about 472,500 training and development specialist jobs in 2025 and projects 11% growth to 2035, much faster than average. The largest employers are health care and social assistance, professional and technical services, and education, followed by finance and insurance.
Their problem is rarely a lack of content. It is the work around it: turning a safety procedure or a new policy into a course before the deadline, getting the right people enrolled, chasing the ones who are late, and producing a clean record when an auditor, a regulator or a client asks. That is the work an agentic LMS should take on, with a person approving anything that matters.
Many US buyers build a shortlist from review sites, analyst notes and an RFP, and the security review can decide the deal. This page should help you write that RFP, whoever you buy from.
Training records under OSHA, HIPAA and FINRA
There is no single US training law. Each regulator sets its own rules for its own sector, and most of them come down to the same questions: who was trained, on what, when, by whom, and can you show it years later. Three regulators show the pattern: OSHA for workplace safety, HHS for HIPAA in health care, and FINRA for broker-dealers.
Classbase is designed to keep these answers as dated records: the course version each person took, enrollment and due date, attendance at live sessions, every test attempt against the pass mark, the certificate with its verification code and expiry date, and an activity log of who changed what. The obligation stays with you, and these rules change, so check the current text on each regulator’s site.
- OSHA bloodborne pathogens (29 CFR 1910.1030): training at first assignment and at least once a year after that. The record holds the dates, the content or a summary, the names and qualifications of the trainers, and the names and job titles of everyone who attended, kept for three years.
- OSHA forklifts (29 CFR 1910.178): each operator is evaluated at least once every three years, and the certification names the operator, the training date, the evaluation date and who trained or evaluated them.
- HIPAA (45 CFR 164.530 and 164.308): train the workforce on privacy policies, train new members within a reasonable time, retrain after a material change, run a security awareness program that includes management, and keep the documentation for six years.
- FINRA Rule 1240: registered people finish the Regulatory Element by December 31 each year (people first registered from 2023 start in the year after they register). For the Firm Element, the firm reviews its training needs at least once a year, writes a training plan, and keeps records of what the program covered and who finished it.

Data protection, AI rules and hosting
The US has no single federal privacy law for training data, so state laws apply. In California, the CCPA has covered employees and job applicants since the employment exemption expired on December 31, 2022. It applies to for-profit businesses above set thresholds, such as gross annual revenue of $26.625 million or more (the figure in force since January 1, 2025; it is adjusted over time). Other states have their own laws, and sector rules such as HIPAA sit on top.
AI adds a second layer. New York City’s Local Law 144 requires a bias audit within one year before an automated tool is used in hiring or promotion decisions, plus notice to candidates and employees. In California, CCPA rules on automated decisionmaking technology, which cover significant decisions such as employment, apply from January 1, 2027. If you plan to let AI scores feed those decisions, check both first. For governing AI more generally, many US teams use NIST’s AI Risk Management Framework, which is voluntary and which NIST is now revising.
Classbase’s hosting region is confirmed during the demo, before anything is agreed. Whoever you buy from, ask these questions in writing.
- Where are learner records, uploaded files and backups stored, and can you fix that region in the contract?
- Which AI models process learner data, where do they run, and is that data used to train them?
- Who are your subprocessors, and will you sign a data processing agreement?
- How long are records kept, and can we export everything if we leave?
Described on the site
- Five roles and client companies kept apart
- SSO with SAML or OIDC, and SCIM 2.0
- Rules for what the AI may do, and a log of every action
Confirmed in the demo
- Hosting region and backups
- Record retention for your rules
- Security documents that exist today
Language, accessibility and local fit
Most US training runs in English, but many teams train in more than one language. In Classbase a course is written once and translated by AI into your other learning languages, following a glossary per course and per organization, and the cards that need a new translation are flagged when the source changes. The AI tutor answers in English, Arabic or Turkish today. If you train in Spanish or another language, ask in the demo what is covered; we won’t promise it here.
Accessibility often comes up in a US review. Federal buyers use an Accessibility Conformance Report (ACR) to check a product against the Section 508 standards, and vendors often write it with a VPAT. The Justice Department’s web rule for state and local governments uses WCAG 2.1 Level AA, and in April 2026 an interim final rule moved its compliance dates to April 2027 and April 2028, depending on size. This is a good example of a rule that moves, so check ada.gov before you plan around a date. Classbase does not publish an accessibility report on this site today; ask in the demo what exists.
Running and reporting workforce programs
For training providers, public workforce money comes with reporting. Under the Workforce Innovation and Opportunity Act (WIOA), led by the Department of Labor, states keep an Eligible Training Provider List and must report results for each listed program of study, covering every student in it, not only those paid for by WIOA. The Department publishes them on TrainingProviderResults.gov, including cost, completion rates, credentials earned, employment and earnings after the program. Each state runs its own list, so the state workforce agency sets what you submit and when.
Registered Apprenticeships, validated by the Department of Labor or a State Apprenticeship Agency, pair on-the-job learning with related classroom instruction. Employers can also pay for employee education tax-free under a Section 127 plan: up to $5,250 per employee per calendar year under a written plan, with the amount adjusted for the cost of living after 2026, according to the IRS.
None of these programs needs a special LMS, and Classbase has no integration with them. What they need is clean evidence per learner and per program: enrollment, attendance, test results, completion and the credential. Classbase is designed to keep that per cohort and per client company and to export it as CSV, so you can fill in what your state or plan administrator asks for.
Buying an LMS in the US: the RFP and a short checklist
Expect an RFI or RFP, then a security questionnaire, often a standard one such as SIG or CAIQ. Larger buyers ask for a SOC 2 report, a data processing agreement and an accessibility report. Federal agencies generally need a FedRAMP authorization for cloud services in FedRAMP’s scope. Classbase doesn’t hold SOC 2, FedRAMP or any other certification today, and says so in the demo. Ask the same of every vendor on your list, and use the points below as the core of your requirements.
Records: per-learner history with course version, dates, attendance, attempts, certificates and expiry, kept after someone leaves, and exportable
Identity: SSO over SAML or OIDC, and SCIM provisioning from Okta or Microsoft Entra ID
Standards: SCORM import and export, LTI 1.3 and xAPI to your learning record store
AI control: per-action rules for what the AI may do, a log of every AI action, and a clear answer on where models run
Data: hosting region in the contract, a data processing agreement, a subprocessor list and a full export at exit
For training companies: each client company kept apart, with its own people, reports and activity log
How Classbase is designed to help US training teams
Classbase is an agent-first LMS: you ask in plain words and it does the work, with your permissions, asking first where you told it to. A typical week for Hannah Becker, training lead at Harbour Logistics: she drops in the new forklift procedure and gets a course outline to keep or change, sets a rule that enrolls every new operator with a due date, and lets an agent nudge only the people who are behind. Before the audit she asks who is compliant, expiring or expired, and exports the list.
Training companies run each client as its own organization, so a client sees only its own people, and provider staff who step in get access that ends after eight hours, logged in the client’s activity log. Five roles keep learners on the learning side. You choose Do it, Ask first or Never for each kind of AI action, the server checks every call, and your team can also work from Claude or ChatGPT over MCP with the same limits.
Some things we are still building or deciding, including the hosting region and any certifications, and we will say which is which in the demo. If your next audit, RFP or client renewal depends on clean training records, book a demo and bring your hardest requirement.

Questions
Is Classbase OSHA compliant?
Compliance belongs to the employer, not the software. Classbase is designed to keep the records OSHA standards ask for, such as training dates, content, trainers and attendees. Check each standard you fall under, since the record details differ.
Can Classbase keep HIPAA training records for six years?
Training records stay when someone is deactivated, every certificate is kept as it was issued, and you can export the records as CSV. We go through retention settings and your six-year requirement in the demo.
Can we run FINRA Firm Element training in Classbase?
Classbase is designed to deliver the courses in your written training plan and keep records of their content and who finished them. The Regulatory Element is FINRA’s own and is not run in Classbase.
Is Classbase SOC 2 certified?
No. Classbase doesn’t hold SOC 2, FedRAMP or other certifications today. In the demo we show the security features that exist, such as SSO, SCIM, roles, AI rules and the activity log.
Is learner data hosted in the United States?
The hosting region is confirmed during the demo, before anything is agreed. Tell us where your data needs to stay.
Does Classbase work with Okta and Microsoft Entra ID?
Yes, over open standards: single sign-on with SAML or OIDC for your verified email domains, and SCIM 2.0 to keep users and groups in step. We don’t claim an official HRIS partnership such as Workday.
How much does Classbase cost in the US?
There is no public pricing. Classbase is sold by demo, so book one and we’ll go through your team, your requirements and the terms.
