LMS in the UAE: a learning platform for companies and training centers in Dubai and Abu Dhabi
On this page9
What do companies and training centers in the UAE need from an LMS?
Two languages, many nationalities and seven emirates. Arabic is the official language of the UAE, and signs on roads and shops are in Arabic and English. The expatriate community outnumbers UAE nationals, so most teams learn in English while many courses, certificates and reports also need Arabic.
The rules also differ by place. A training institute in Dubai works with KHDA, one in Abu Dhabi with ACTVET, and a company in DIFC or ADGM follows that free zone’s own data protection law. Buyers therefore ask three things early: can the platform keep the records our regulator asks for, where does our data live, and does it work properly in Arabic.
Training rules in Dubai and Abu Dhabi, and where an LMS fits
In Dubai, the Knowledge and Human Development Authority (KHDA) issues the Educational Services Permit that a training institute needs to operate. The application lists course names and descriptions, and specialised courses, such as medical and cosmetic ones, need approval from the relevant authority, such as the Dubai Health Authority, first. Fees depend on the number of activities, from AED 15,020 for one or two to AED 25,020 for more than seven, on KHDA’s page last updated in August 2026. To add a course later, KHDA asks for its objectives, topics, number of hours, duration, delivery method, assessment system and completion requirements, and checks that the content does not conflict with UAE public order, customs and traditions.
In Abu Dhabi, the Abu Dhabi Centre for Technical and Vocational Education and Training (ACTVET) issues the training licence for offering training services in the emirate. Its FAQ asks for a commercial or free zone licence, an academic director with a bachelor’s degree and three years of experience, and premises fit for training that are independent of any other business. For some courses, such as hotel training, trainers must be approved by ACTVET. KHDA’s service pages describe no separate permit for online-only training, so if you plan to teach online, ask KHDA or ACTVET what applies before you launch. Fees and steps change, so check the regulator’s page on the day you apply.
A platform cannot get you a permit, but it can keep the records that match one. The course you deliver should match the course the regulator approved: the same topics, assessment and completion rule, with attendance and certificates kept per learner.

Data protection and hosting in the UAE
Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data came into force on 2 January 2022. It applies to processing personal data, in full or in part through electronic systems, inside or outside the country. It forbids processing without the person’s consent except in set cases, gives people the right to correct their data and to restrict or stop its processing, and sets requirements for transferring data across borders (Articles 22 and 23). The UAE Data Office is the federal data regulator. The law does not cover government data, or health and banking data that other laws already regulate. Check with the UAE Data Office whether its executive regulations are in force before you rely on any detail.
Some organizations follow other rules too. DIFC has its own Data Protection Law (DIFC Law No. 5 of 2020) and ADGM has its Data Protection Regulations 2021, overseen by its Office of Data Protection. Federal Law No. 2 of 2019 governs the use of information technology in health fields. If you train in healthcare, banking or one of these free zones, bring your legal team into the platform choice early.
Classbase has not published a hosting region yet. We confirm hosting during the demo, before anything is agreed. Whichever vendor you talk to, ask the questions below.
- In which country and data center are learner records, files and backups stored?
- Which subprocessors see the data, including AI model providers, and where are they?
- Will you sign a data processing agreement that covers transfers outside the UAE?
- How do we export everything, and how is data deleted when the contract ends?
- Which certifications do you hold today, and which are only planned?
Arabic, English and local fit
In a UAE company, an Emirati graduate intake may learn in Arabic while the wider team learns in English. Arabic support is more than translated buttons. Check that the whole interface turns right to left, that a course can be written once and translated with your own glossary, and that a certificate can print Arabic and English side by side. Ask to see the product with Arabic content in it, not a slide.
Local fit also means the tools people already use: sign-in through Microsoft Entra ID or another identity provider, live sessions on Teams, Zoom or Google Meet, and SCORM content made in other tools. A mixed workforce also needs learners to get help in the language they write in.
Emiratisation and Nafis: running and reporting the training
The UAE Cabinet set Emiratisation targets for private companies: those with 50 or more employees raise the share of Emiratis in skilled jobs by 2% a year, toward 10% by 2026. Since 2024, companies with 20 to 49 employees in 14 sectors, including finance, education, healthcare and construction, must hire Emiratis too: one in 2024 and one more in 2025. Companies that miss the targets pay financial contributions. The Ministry of Human Resources and Emiratisation (MoHRE) runs the targets.
Hiring is only half of it. Employers must give Emirati staff the minimum training and qualification they need to do the job, and Nafis, the Emirati Talent Competitiveness programme, includes on-the-job training support and apprentice programme support. That turns into an LMS task: a program for each intake, live sessions with real attendance, certificates, and a report you can hand to HR. Classbase has no integration with Nafis or MoHRE; it keeps the records, and you submit what each programme asks for. The published plan runs to 2026, so check MoHRE’s site for the targets that apply after it.

Buying an LMS in the UAE: words to know and a short checklist
Dubai Government tenders are published on eSupply, the official procurement portal used by more than 40 Dubai government entities. Abu Dhabi has the Abu Dhabi Government Procurement Gate, and suppliers register in the Ministry of Finance’s Federal Supplier Register before they can bid for federal tenders, renewing it every year. Private companies set their own process, which often includes an RFP and a security questionnaire. Whatever the route, these points belong in your requirements.

How Classbase is designed to help UAE training teams
Classbase is an agent-first LMS, sold by demo. It runs in English, Arabic (right to left) and Turkish. Authors turn manuals and slides into a course with AI, review each module and translate it with a glossary. Every publish makes a numbered version, so the course you deliver can stay matched to the one you had approved. A final test has a pass mark and attempts, live sessions on Teams, Zoom or Meet count attendance, and certificates print in Arabic and English side by side with a code anyone can check.
Training centers give each client company its own space, and each client sees only its own people. Companies sign in with OIDC or SAML, for example Microsoft Entra ID, and keep people in sync with SCIM. Smart groups follow department or job title, so an Emirati graduate intake can have its own program and report. The copilot builds, enrolls and reports on request, by default asks before anything reaches a learner, and every action goes into an activity log. The AI tutor answers learners from your course in Arabic or English. Book a demo to see it in Arabic, with your own material, and to go through hosting with your IT team.

Questions
Does KHDA issue a separate permit for online training?
KHDA’s service pages describe the Educational Services Permit for training institutes and course amendments, but no separate permit for online-only training. Ask KHDA directly before you launch online courses in Dubai.
Does a KHDA permit let us train in Abu Dhabi?
Do not assume so. ACTVET issues the training licence for offering training services in the Emirate of Abu Dhabi. Check with each regulator where you plan to deliver.
Does the UAE data protection law require learner data to stay in the UAE?
Federal Decree-Law No. 45 of 2021 sets out when personal data may be transferred outside the country (Articles 22 and 23). Your sector, a free zone such as DIFC or ADGM, and your clients’ contracts can add more. Ask your legal adviser, and get the vendor’s hosting region in writing.
Where is Classbase hosted?
We confirm the hosting region during the demo, before anything is agreed. Tell us where your data needs to stay.
Is Classbase integrated with Nafis or MoHRE?
No. Classbase keeps the training records, such as programs, attendance, results and certificates, and exports reports. You submit to Nafis or MoHRE whatever they ask for.
Can learners use Classbase in Arabic and English at the same time?
Yes. Each person uses Classbase in their own language, a course can be translated with a glossary, the AI tutor answers in the language of the question, and certificates can print both languages side by side.
Can a Dubai training center run courses for several client companies?
Yes. Each client company gets its own space and sees only its own people, while your team builds a course once, shares it with every client and sees completion by client.
