LMS in Bahrain: a guide for companies and training centers

What companies and training centers in Bahrain need from an LMS
Training in Bahrain is shaped by one funder. Tamkeen, the Labour Fund, supports training for Bahraini jobseekers, employees and enterprises, and works with local and international training providers. In April 2025 it launched a program to train 50,000 Bahrainis in artificial intelligence by 2030, with tracks for executives, generalists and specialists.
Funding comes with follow-up. In August 2025 Tamkeen updated its framework for training programs: it delisted 20 professional certificates, changed the support terms for six more, made over 30 inspection visits to training providers and contacted over 400 beneficiaries to assess the programs’ impact.
Put together, a Bahraini buyer usually needs an LMS that works in Arabic and English, keeps evidence a regulator or funder will accept, handles personal data under Bahraini law, and runs both self-paced and live training for staff or for client companies.
Licensing a training center: the Ministry of Labour and the BQA
Private training institutions are licensed by the Ministry of Labour under Decree-Law No. 25 of 1998, with Law No. 17 of 2007 on vocational training. You apply through Sijilat. The application includes a form for each proposed program, model forms for enrollment and trainee evaluation, and a model certificate. The Ministry lists 60 working days and no fees.
Within six months of the licence being issued, an institution must complete its listing on the National Qualifications Framework at the Education and Training Quality Authority (BQA), and may operate during that grace period. The BQA reviews vocational institutes, publishes each judgement and links the results to licensing and funding decisions. By 2024–2025, 69 education and training institutions were listed, higher education included, about 76% of all those licensed.
The Ministry’s licence page does not mention online-only delivery. If you plan to sell online courses, ask the Ministry how its rules apply before you launch. A platform can’t hold your licence. It can keep the program versions, enrollments, assessments and certificates that match what you filed.
Data protection under the PDPL, and sending data abroad
Bahrain’s Personal Data Protection Law (Law No. 30 of 2018) has applied since 1 August 2019. It covers people and companies resident or doing business in Bahrain, and those abroad who process data using means in the Kingdom (Article 2). When an LMS vendor processes learner data for you, Article 8 says you must choose one with sufficient safeguards and sign a written contract: the vendor acts only on your instructions and meets security and confidentiality duties equivalent to yours.
Article 12 bans transfers outside the Kingdom unless the country is on the authority’s list of adequate countries or the authority approves the transfer. Article 13 adds exceptions, such as the person’s consent. Resolution No. 42 of 2022 set that list. Law firm Clyde & Co reports that it names 83 countries, including Saudi Arabia, the UAE, all EU states, the UK and the US. Check the current list before you sign.
Resolution No. 43 of 2022 added technical and organizational measures. Clyde & Co reports that it requires the controller to notify the authority of a data breach within 72 hours of becoming aware of it, unless the breach is unlikely to put people’s rights at risk. Classbase’s hosting region is confirmed during the demo, before anything is agreed. Whoever you talk to, ask these questions:
- In which country and data center is learner data stored, and is that country on Bahrain’s adequacy list?
- Which sub-processors can see the data, including AI model providers, and from where?
- Will you sign a written contract that meets Article 8 and names the region and the sub-processors?
- How fast will you tell us about a breach, so we can meet the 72-hour notice?
- Can we find and export one learner’s full record, to answer a request within 15 working days?
Hosting for government and banks
Government entities follow the Cloud First Policy of the Information & eGovernment Authority (iGA), version 1.0 of April 2017, the latest we found. It asks every agency to evaluate cloud services in all ICT purchases, and to use the government data classification guidelines to decide which controls each kind of data needs.
Banks and other licensees of the Central Bank of Bahrain have their own outsourcing rules. In the CBB Rulebook text of April 2022, outsourcing to a cloud data services provider, inside or outside Bahrain, needs a notice to the CBB after signing, while other outsourcing to a third party abroad needs prior approval. Rulebook modules change, so check the current one with your compliance team.
Arabic and English, side by side
Arabic is the official language under Article 2 of the Constitution, and many Bahraini teams train in Arabic and English together. Switch the interface to Arabic and check the player, admin screens, emails, certificates and exported reports. A translated menu on a left-to-right page is not Arabic support. Then switch back to English and check that nothing breaks.
Ask for certificates with Arabic and English on one page, and type a course title that mixes both with a number to see how it looks. Pick one style of digits for certificates, scores and reports, and check the system keeps to it.
Running and reporting Tamkeen-supported training
Tamkeen funds training; it does not license providers or software. Its Tamakkan Professional Development Program supports 100% of costs for jobseekers, 70% for employees and 50% for enterprises, up to approved caps. Each application needs a training provider acceptance letter, an invoice or quotation, the highest degree and program details. For local training, the provider handles the submission. Each person can benefit once in 12 months, through an employer or on their own.
Online and self-study training goes through a separate request form during the year; Tamkeen answers in two to three weeks, and an approved request then becomes a Tamakkan application. The AI Training Program covers 100% of program costs up to a cap for eligible Bahrainis, delivered in person with a certificate on completion. Terms change often, so check each program page on tamkeen.bh before you plan a group.
Tamkeen now follows up with beneficiaries and inspects providers, so keep the evidence as you go: the approved request, the program as delivered, attendance per session, results, certificates and matching invoices for each trainee. Requirements differ by program, but a file like this answers most questions.

Buying an LMS in Bahrain: tenders and a checklist
Government purchases are regulated by the Tender Board, set up by Legislative Decree No. 36 of 2002 as an independent regulator of government procurement. It runs an eTendering system for suppliers. A tender is a munaqasa (مناقصة). Private companies often borrow the same shape for an RFP. Whatever the route, put these points in your requirements:
Full right-to-left Arabic and English in the player, admin screens, emails, certificates and exports
Attendance per session, results and verifiable certificates, exported per group for a Tamkeen file
Dated program versions that match what you filed with the Ministry of Labour
PDPL duties in the contract: hosting country, sub-processors, breach notice and data export
SCORM 1.2 and 2004 import, LTI 1.3, xAPI and a way to export your courses if you leave
Single sign-on with your identity provider and automatic user provisioning
Limits on what the AI may do, and a log of every action it takes
A live demo with one of your own courses, in Arabic and English
How Classbase is designed to help
Classbase is an LMS and LXP built around AI agents, for training centers and corporate academies. Its interface is complete in Arabic, fully right to left, as well as English and Turkish. Certificates come in one or two languages, with a code and QR anyone can verify. Live sessions run on Zoom, Teams or Meet, with check-in codes and attendance that counts toward completion. Reports export as CSV for a client or a funding file.
A training center can run each client company as its own organization, so Harbour Logistics never sees another client. Classbase imports SCORM 1.2 and 2004, works with LTI 1.3, sends xAPI to your record store, and supports SSO with OIDC or SAML plus SCIM. You decide what the AI may do, and every action is in the activity log.
Be clear on what it isn’t. Classbase holds no licence from the Ministry of Labour or listing with the BQA and doesn’t give you one. It is not registered with, approved by or integrated with Tamkeen. It is designed to keep the records those bodies ask for, and in the demo we say what is ready today. Book a demo with one of your own courses, and we’ll show you a group’s full record and confirm hosting.

Questions
Do I need a licence to run a training center in Bahrain?
Yes. Private training institutions are licensed by the Ministry of Labour under Decree-Law No. 25 of 1998, and must complete their listing on the National Qualifications Framework at the BQA within six months of the licence. Ask the Ministry how its rules apply to online-only courses.
Is Classbase approved by Tamkeen?
No. Tamkeen supports training, not software, and Classbase is not registered with, approved by or integrated with it. Classbase is designed to keep the evidence a Tamkeen-supported program needs: enrollments, attendance per session, results and certificates, exported per group.
Does Tamkeen support online courses?
It can. Under Tamakkan, online, overseas and self-study training is requested through a separate form during the year, and Tamkeen answers in two to three weeks. Each program sets its own terms; the AI Training Program, for example, is delivered in person.
Must learner data be hosted in Bahrain?
Not as a general rule. The PDPL allows transfers to countries on the authority’s adequacy list, set by Resolution No. 42 of 2022, or with its approval (Articles 12 and 13). Banks follow CBB outsourcing rules, and your contracts may be stricter. Classbase’s hosting region is confirmed during the demo.
How fast must a data breach be reported in Bahrain?
Resolution No. 43 of 2022 asks the controller to notify the authority within 72 hours of becoming aware of a breach, unless it is unlikely to put people’s rights at risk. Ask any vendor how fast it will tell you.
Does Classbase work in Arabic and English?
Yes. The interface is complete in Arabic, fully right to left, as well as English and Turkish, and certificates can show Arabic and English together. Bring a course to the demo and test it yourself.
How much does Classbase cost in Bahrain?
We don’t publish prices. Classbase is sold through a demo, where we learn your setup and then send a proposal.
